It's a 1965 show based on the manga from Fujiko Fujio (Hiroshi Fujimoto and Motoo Abiko) It's about a mischevious ghost who lived with the Ohara family. There was another series made in 1971. And again in 1985. No idea which one this opening comes from. I'd guess the 71 or 85 one as the 65 series was in black and white.
And the name of this popular character gave actor/comedian Yamamoto Taro (Kawada from Battle Royale) the source for assorted terrible puns during appearances on Dance Koshien:
HIS NAME IS TARO AND HE MAKES PUNS AROUND THE LETTER Q. DO YOU SEE?
Plus he is dressed alternatingly as a long distance swimmer/wrestler and dances.
